Dr. Amirahmadi argues that the two challenges are interrelated and that the democratization will depend on the normalization. Specifically, unless and until US-Iran relations are normalized, Iran cannot be democratized. However, normalization alone cannot lead to democratization in Iran. In other words, normalization is a necessary condition but nor a sufficient condition. Among other conditions, three are the most important: reformation of Islam, diversification of the petroleum economy, and the formation of a coalition government among the upper middle and lower classes, based on their corresponding needs for economic growth, political development, and social justice.
